CONGRESSMAN RUSSELL FRY’S GRANT TRANSPARENCY ACT PASSES THE HOUSE
WASHINGTON, D.C. - Congressman Russell Fry’s (SC-07) Grant Transparency Act of 2023 passed the U.S. House of Representatives. This is Congressman Fry’s third bill to pass the House during his first term in Congress.
The Grant Transparency Act aims to make the process of applying and qualifying for federal grant funding more comprehensible. To do this, the bill will require government agencies to provide grant applicants with more information about their selection criteria and evaluation process.
Specifically, the Grant Transparency Act of 2023 requires the Notice of Funding Opportunities (NOFO) for competitive grants to have:
- a description of any rating system, evaluation, and selection criteria the agency uses to assess applications for the competitive grant;
- a statement of whether the agency uses a weighted scoring method and a description of any weighted scoring method the agency uses for the competitive grant, including the amount by which the agency weights each criterion; and
- any other qualitative or quantitative merit-based approach the agency uses to evaluate an application for the competitive grant.
“Too often, I have heard my constituents talk about how confusing the grant application process is for them. Many incredible programs rely on these grants, so I knew we had to find a way to fix this,” said Congressman Fry. “With this legislation, applicants will no longer be left in the dark when it comes to federal grants.”
The Grant Transparency Act is co-lead by Congresswoman Jasmine Crockett (D-TX) and has 16 cosponsors. Companion legislation was introduced by Senators John Cornyn (R-TX), Maggie Hassan (D-NH), and Gary Peters (D-MI).
